New Rules on the Payments of Public Entities

Starting with 1 March 2018, any business entities will have to register invoices issued to entities in the public sector. Such registration will be made with the Central Registry of Invoices that is managed by the Treasury of the Ministry of Finance of the Republic of Serbia. Failure to register the invoices will allow the public organizations to refrain from settlement of their claims and adequate misdemeanors will be applicable.

As such, the employees of the public entities will not be allowed to perform payments that have not been registered in advance with the Central Registry of Invoices. Secondly, a misdemeanor has been prescribed for the responsible person in the public organization in the amount of up to RSD 150,000.00 in the event that the payment is made for a non-registered invoice. Likewise, the business entity which does not properly register an invoice can be fined for a misdemeanor in the amount of up to RSD 2,000,000.00.
