Amendments to the Public Procurements in Lithuania

Vilnius, 15 November 2021

Starting with January 2022, the following main amendments to the public procurements shall become effective in Lithuania:

(i) a new classification of public procurements is established whereby the procurement must have at least the possible impact on climate change and environmental pollution;
(ii) the procurements, which will be carried out only at the lowest price, will account for up to 50% of the aggregate value of the procurements;
(iii) when an supplier is excluded from the procurement tender, the contracting authority will have to take into account whether the exclusion would be proportionate to the behaviour of the supplier;
(iv) the bidder for procurements has the obligation to provide employees’ remuneration at a value paid in for the last 12 months in order to avoid fraudulent distributions.
